Martin Padgett
Chief Executive Officer
Martin Padgett joined Clark Memorial Hospital in 1997 as Vice President and Chief Financial Officer. He has served as President and Chief Executive Officer since 2005, bringing with him more than 24 years of experience in healthcare finance and administration. Prior to joining Clark Memorial’s leadership team, Padgett served as Director of Finance at St. Claire Medical Center and as a senior accountant at Ernst & Young, LLP.
A native of Lexington, Ky., Padgett holds an undergraduate degree in accounting from the University of Kentucky and a Master of Business Administration degree from Morehead State University.
Padgett holds a CPA certification, is a Fellow in the American College of Healthcare Executives, an adjunct professor at Spalding University, a co-chair for the Patient Safety Coalition-South Central District, and serves on numerous local boards, including YMCA of Southern Indiana and Ivy Tech Community College.
Jason Schmiedt
Chief Financial Officer
Jason joined the Clark Memorial leadership team in 2017, and most recently was the CFO at LifePoint Health's Tennova-Turkey Creek in Knoxville, TN.
Jason is a CPA and earned his undergraduate degree in accounting from Wofford College and his Master’s in Business Administration from the University of South Carolina. He began his career as a Senior Medicaid Auditor at South Carolina's State Auditor's office from 1998 through 2004. He took the role of Healthcare Auditor and Reimbursement Manager for the accounting firm Dean, Dorton & Ford in 2004.
His experience at the accounting firm opened the opportunity to begin his career with LifePoint Hospital Corporate in Brentwood, TN as a Reimbursement Manager. He was promoted to CFO at Logan Memorial Hospital in June 2010 and in August 2012, Jason was transferred to the 175-bed Clinch Valley Medical Center in Richlands VA.
Michelle England
Chief Nursing Officer
Michelle England, MSN, RN, NE-BC joined Clark Memorial in 2021. She served as CNO at Community Rehabilitation Hospital South in Greenwood, IN.
Michelle began her career as a critical care nurse progressing in leadership roles that included director of critical care, progressive care, and cardiovascular services. Over the past 8 years, she has served in the CNO role. She has experience that includes implementation of performance improvement and patient experience initiatives, as well as successful achievement of Magnet® Redesignation along with many other hospital accreditations and certifications. Michelle is passionate about patient-centered care and believes that healthy work environment initiatives, collaboration, and teamwork are foundational to high quality patient care.
She earned an Associate Degree in Nursing from Kentucky State University in Frankfort, KY and a Bachelor of Science degree and a Master of Science degree with a focus in Nursing Administration from Indiana Wesleyan University in Marion, Indiana. She is also a board-certified Nurse Executive through the American Nurses Credentialing Center and a member of the American Organization of Nurse Executives, the American Association of Critical Care Nurses, and the National Honor Society of Nursing – Sigma Theta Tau
Joey Waddell
Chief Operating Officer
Joey Waddell joined the leadership team in March, 2022. After serving in the U.S. Army, Joey began his career in healthcare as an x-ray tech and expanded his experience at Meadowview Regional Medical Center in Maysville, Kentucky as the Assistant Director of Imaging. He was then promoted to the Director of Diagnostic Services from 2014 to 2020. His most recent role was Assistant Administrator at Fleming County Hospital in Flemingsburg, KY. There, he led several projects, committees, and programs while collaborating with key stakeholders to improve communication, relationships, processes, and outcomes.
He earned his bachelor’s degree from Morehead State University graduating Summa Cum Laude with a 4.0 GPA and earned his Master of Health Administration from the University of Phoenix. He is an active member of the American College of Healthcare Executives and the American Society of Radiologic Technologists.

Klaus Boel
Chief Medical Officer
Dr. Boel has been in private practice with Clark Pediatrics (formerly Jeffersonville Pediatrics) since 1996. He earned his medical degree from the University of Louisville and subsequently completed his Pediatrics Residency at Kosair Children’s Hospital. A board certified pediatrician, he is a member of the American Academy of Pediatrics and the Obesity Society.
Dr. Boel recently sat as chairman of the Clark Medical Group Governance Board. His community activities include the development of the Clark County Hispanic Family Health Clinic. He has been involved in efforts to promote community awareness of childhood obesity for many years. He was a member of the Clark County Childhood Obesity Taskforce and helped rewrite the nutrition requirements for the Greater Clark school system. Dr. Boel speaks Spanish, German, and Portuguese.
